The following is the text of a letter sent to Dallas Woodhouse of the
Americans for Prosperity in response to signing a taxpayer pledge.

In regards to: Taxpayer Pledge
Americans for Prosperity
Attention: Dallas Woodhouse
I believe that North Carolinians pay too much in State and
Federal taxes, fees, and other forms of economic burdens levied upon us.
Period. The taxpayers within my district are burdened even more with
excessive local taxes. We also have other problems of excessive
governmental interference in business, personal rights, prayer, education,
property rights and more. If elected, I will work hard to help introduce,
influence and vote on legislation to reduce the economic burden and undue
governmental interference heaped upon taxpayers and the citizens of North
Please bear in mind that while I have no intention of raising taxes,
I would consider a vote to increase a tax or fee in one area, for example,
to close a loophole, if a net tax reduction was achieved or to gain some
other desired benefit. I consider fees, some penalties, all regulations
that force the spending of money or the avoidance of profit, and similar
legislation, all to be taxes. I have witnessed elected officials signing
pledges, then voting to increase fees (building permits), or vote to keep
a tax that would otherwise expire (tire excise tax), or inventing a new
tax (rental car tax). The list goes on and on.
I will not lie to the voter.
I will, as an elected representative, represent the citizens of the
92nd district to ensure they have a hard working, honest, knowledgeable,
responsible, and diligent leader. I also know that unforeseen disasters
can and do happen, and even with my best intentions, I cannot make a
pledge that I may not be able to keep. I must study each bill in totality
as a representative of the people in my district, and vote accordingly.
I do believe and expect that, with the help of others, we will be able to
reduce this economic drain of the citizens of North Carolina.
Sincerely,
Dempsey Brewer
Republican Candidate for NC House, 92nd District
